Separate sealed bids will be received, in duplicate by Muhlenberg Township, Berks County, PA until 10:00 A.M. prevailing time, on July 10, 2020, for the 5th Street Highway Streetscape Improvements – Phase 2 project. The projects includes construction of sidewalk, handicap curb ramps, thermoplastic crosswalks, and traffic signal upgrades. 

Bids should be mailed or hand delivered to the Muhlenberg Township office, 210 George Street, Reading, PA 19605. Bids will be opened at approximately 10:05 A.M. on July 10, 2020. Bids will be reviewed and recommended for award to the lowest qualified Bidder(s) at the Board of Commissioners meeting to be held on July 20, 2020. 

All Bidders who will be submitting bids to the Township must register and purchase a complete set of the Bid Documents from Systems Design Engineering, Inc. Copies of the Bid Documents shall be obtained and can be examined at the office of Systems Design Engineering, Inc., 1032 James Drive, Leesport, PA 19533. Checks should be made payable to Systems Design Engineering, Inc. The cost of the bid documents is $200.00 for a hard copy and electronic copy or $100.00 for an electronic copy only. NO refund will be given. Copies of the Bid Documents may also be examined at the Township office, 210 George Street, Reading, PA 19605. 

A pre-bid meeting for the project will be held at 10:00 AM on June 19, 2020 at the Muhlenberg Township Municipal Building located at 210 George Street, Reading, PA 19605. Bidders are encouraged to attend. 

Each Bid must be accompanied by a Certified Check or Surety Company's Bid Bond on the form provided in the Bid Documents, naming as payee or Obligee, Muhlenberg Township, Berks County in the amount of ten percent (10%) of the total bid submitted. The Surety Company must be acceptable to the Township. 

No Bid may be withdrawn for a period of sixty (60) days after the above-specified date for receiving, opening and reading of bids, except as specifically may be provided by law. 

Wages paid are subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25,1997 by Act 34 of 1997, 43 P.S. §§ 951-963, shall apply to this Contract. 

All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05. 

This project is being financed in part by a grant from the “Commonwealth of Pennsylvania, Commonwealth Financing Authority.” 

The Contractor and their subcontractors must be pre-qualified by PennDOT for the type of project work specified in order to bid the project. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the Bid.

Muhlenberg Township, Berks County, reserves the right to waive any informalities in, or to reject any or all bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of Muhlenberg Township, Berks County, and no rights shall be deemed to accrue to any person making a bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation.
